The House Oversight and Reform Committee has approved two bills aimed at potential conflicts of interest in government contracts.

One, HR-7602, would require a review of contracting methods, types, and services that raise heightened concerns for potential organizational conflicts of interest beyond those currently addressed in the Federal Acquisition Regulation, and revise the FAR to address those issues. That “is particularly significant for consulting contracts and for other professional services,” according to a statement by sponsors.

The other, HR-8325, would require a company under contract to an agency to disclose recent work for clients regulated by the agency and prohibit agencies from using contractors for advice on sensitive matters if they also are working with entities regulated by the agency.

The committee also has approved:

* HR-4258, to develop secure methods for agencies to validate identity attributes to protect the privacy and security of individuals and to support interoperability of such verification in the public and private sectors.

* HR-8322, to require agencies implement anti-fraud controls for programs susceptible to significant improper payments and high-priority programs.
