
The Senate Homeland Security and Governmental Affairs has approved bills including:
* S-3423, to specify that hiring in the competitive service may not be based only on a candidate’s self-evaluation or educational level or on a review of a resume by someone other than a subject matter expert; allow agencies to uses such experts in developing position-specific assessment methods; and create a database of applicants deemed qualified by one agency for other agencies to use without the need to conduct additional assessments.
* S-2135, to set standards for determining whether programs are wasteful or duplicative and require agencies to identify such programs and report them to the OMB. That agency then would consult with Congress to determine whether the program should continue and if necessary propose legislation to eliminate or consolidate the program.
* S-2801, to require agencies, when publishing a proposed or final major rule, to include a framework for assessing whether the rule achieves its regulatory objective and further to require the agency to assess the rule within that time, including a comparison of its anticipated versus actual benefits and costs.
* S-3487, to increase the death benefit paid to federal employees killed in the line of duty from $10,000 to the $100,000 for deaths in the line of duty and increase that amount annually by inflation; and increase the payment for funeral expenses from $800 to $8,000, also inflation-adjusted.
