The National Academy of Public Administration has issued homeland security recommendations to Congress and the Presidential candidates to reduce the nation’s vulnerability during the transition to the next administration.

Requested by the House and Senate Homeland Security appropriations subcommittees and DHS, the study says more needs to be done by DHS and other key players.

At any given time during the transition, there should be in place a cadre of leaders and advisors trusted and capable of responding to any and all threats, NAPA said.

For example, it said between now and the national party conventions, DHS needs to complete, update and execute its transition plans. It must also identify key operational positions, designate the career executives who will fill them on a temporary basis and train them to manage cross-government coordinated response.

The panel also said that between the election and inauguration, the President-elect should identify as early as possible his choice for DHS secretary and key operational leadership positions such as the heads of FEMA and TSA.
