With new personnel management flexibility now in place at
the Defense Department, top level manpower officials are
looking for ways to free up more uniformed military
personnel for combat and other traditional operations by
shifting more work to civilians.
Thousands of military members will see their roles change
as a result, officials say. But what isn’t yet known is how
many of these military-held jobs will flow to civil service
workers and to contractor personnel. The emphasis for the
last several years has been on job competitions between
the government work force and its contractors. No
predictions yet on which group will be the greater
benefactor of this new DoD manpower tend. But the next few
years will tell the tale.
