The Department of Defense has released a “primer”
covering HR elements of the new national security
personnel system and breaking down the roles and
responsibilities for managers and supervisors by
category, for the performance management cycle
running from October 1 through September 30.
Managers and supervisors will be expected to set
objectives, expectations, and ways to measure
accomplishment, communicate appropriate work behavior,
and determine staff developmental needs, according to
the document.
It said they would have to document observed employee
accomplishment and give appropriate constructive
feedback, informally and in interim reviews.
Managers and supervisors will have to work to improve
employee performance through training, mentoring and
coaching, determine if employees have all the
appropriate tools to do their jobs and fix shortfalls,
as well as eliminate unnecessary or low-value tasks,
said DoD.
It said they would be responsible for evaluating
employee performance and completing performance
appraisals, submitting recommendations to pay pool
managers, and communicating rating of record, shares
and distributions to employees.
Finally, the primer said managers and supervisors would
be charged with recognizing and rewarding good performance.
The elements discussed in the overview are subject to
discussion with components and the ongoing collaborative
talks with unions. Under an agreement the Pentagon
struck with the unions, none of the provisions can go
into effect earlier than February.
