The Department of Defense has released a handbook for the
first wave of non-union employees set to come under the
National Security Personnel System on April 30 — spiral 1.1.
Even though a federal judge recently found labor-relations
and appeal rights provisions of the new system illegal,
the pay banding, pay-for-performance and other aspects of
the system are set to move forward and as such, the
handbook could be a good indicator for what lies ahead for
the rest of the workforce.
The handbook covers the conversion process for all employees,
an overview of pay and compensation, setting the context
for performance management, hiring and employment,
workforce shaping, resources and training, and includes
an appendix with key terms and definitions.
