Agency performance improvement officers have said in a survey they often lack top leadership support to build a strong performance culture and hold people accountable for making programs and services more effective.

PIOs – first established under the Bush White House and most recently strengthened through the Government Performance and Results Modernization Act of 2010 – say they simply lack the authority to effect substantial change, according to a report based on the survey, conducted by the Partnership for Public Service with Grant Thornton.

The 23 PIOs surveyed also said they often have multiple responsibilities and spend less than 50 percent of their time on performance management, and that performance improvement is considered to be little more than an external compliance exercise.
