OPM has issued guidance on position classification for program evaluation positions, the latest step toward creating a career path for such positions under the 2018 Foundations for Evidence-Based Policymaking Act, OMB guidance under that law and the Biden administration’s President’s Management Agenda.

In studying program evaluation work performed in agencies, OPM said in a memo at chcoc.gov, it “found that program evaluation work is multidisciplinary” and is covered by the management and program analysis series and other series, including the social science series.

“As a result, the position could be classifiable into two or more occupational series. In this case, the position can be classified into series involving professional (0101 series) and/or nonprofessional (0343) work. The nature of the work is such that persons with training and experience in either of two or more occupations may be considered well-qualified to do the work,” it said.

OPM said that agencies must apply updated position classification standards to covered positions within 12 months. “The program evaluation competency model and the career path guidance will be released through separate memo issuances,” it said.
