The same tentative policies drafted by DoD also addressed
standards the department might employ in performance
management under the new personnel system. Performance
management is a major factor in any pay banding/pay for
performance system and likely will prove to be one of the
major points of contention between the department and
labor organizations that must be consulted as DoD puts
its system in place.
Factors that DoD is considering for evaluating achievement
include: technical competence/problem solving;
cooperation/teamwork; communication; customer care;
resource management; leadership/supervision; and
contribution to mission accomplishment. While those are
fairly standard measures of performance, officials have
said that the difficulty will come in deciding how much
weight to give to each factor by occupation.
