The Postal Service has reported the highest participation rate for alternative dispute resolution in the pre-complaint process in fiscal 2008. Its 74 percent was the highest among Cabinet and large agencies compared to a government wide average of about 50 percent, according to the EEOC’s 2008 report on the federal workforce.
Among medium sized agencies, the EEOC itself reported the highest pre-complaint ADR participation rate – 35 percent. However, it was also among the agencies with the highest complaint rate, with 1.63 percent of its 2,208 filing complaints, as was the Postal Service, with 0.8 percent of its 759,453 workers filing complaints.
Of those postal employees participating in ADR, 18,307 completed or ended counseling, according to the report.
In fiscal 2008, the National Endowment for the Arts again reported the highest pre-complaint resolution rate of 100 percent among agencies with more than 25 matters that were resolved through counseling.
