The Partnership for Public Service told the Senate Homeland Security and Governmental Affairs Committee that the prevalence of critical management vacancies throughout the federal government “has to change.”

PPS president Max Steir recommended Congress spend as much time ensuring that policies are executed as developing them, and even engaging the private sector for help – which is heavily vested in shaping policy.

He acknowledged that there’s no easy fix but said the committee could help by setting a new expectation for future presidential administrations to have their 100 most critical management and security positions filled by May 1 in the first year and the top 400 positions by the August recess in the inaugural year.
