The National Council on Federal Labor-Management Relations has posted information for managers—and separate information for union reps—on pre-decisional involvement of unions in certain agency initiatives under the executive order that created the council.

“Anyone who is thinking about engaging in PDI is encouraged to review these checklists and consider how they may enhance their PDI sessions, either as is or modified to suit their particular needs. PDI participants are also encouraged to consult, as appropriate, with the agency and union labor-relations professionals within their organizations for any policies applicable to PDI,” it said.

Issues for management to consider include any time constraints from external sources on the initiative; legal requirements including confidentiality restrictions that may make sharing information with a union improper; whether a union will be involved in all phases of an initiative and if not, which ones; whether any teams to carry out an initiative should have union members; how any changes will be introduced to the union and to the general workforce; and more.
