President Biden has signed into law HR-7535, the “Quantum Computing Cybersecurity Preparedness Act” to move federal agencies toward encryption for their IT systems strong enough to resist attacks from quantum computers developed in the future.

Under the bill, the National Institutes of Standards and Technology is to issue post-quantum cryptography standards and OMB is then to prioritize the migration of agency information technology systems to post-quantum cryptography.

That is to include a strategy to address the risk posed by the vulnerabilities of agency IT systems to the potential capability of a quantum computer; an assessment of the funding necessary to secure such systems; and a description and analysis of ongoing coordination efforts with international standards development organizations.

A recent OMB memo told agencies to begin preparing now for the potential threat from quantum computing breakthroughs that could compromise algorithms currently used to secure federal data and information systems.
