OMB has issued a memo updating guidance for reporting spending data under the Recovery Act for agencies and recipients, intended to improve the quality of information compiled into FederalReporting.gov.
The memo, M-10-14, highlights steps agencies must take to review the quality of data submitted by recipients under an ongoing "continuous corrections" period, introduces "administrative/technical" as a new category of data quality issues to be identified and tracked, and clarifies the process for agencies to get approval to change program guidance for recipients.
For example, according to the memo, data submitted into FederalReporting.gov can now be corrected and agencies are being asked to go back and correct data for the immediately preceding reporting quarter, following review procedures established in a December memo, M-10-08.
The latest memo also clarifies when a recipient should categorize a report as "final," instructs agencies to take action to review and act on single audit findings, reminds agencies of applicable requirements and flexibilities for states to recover administrative costs and establishes a requirement to update OMB on efforts taken in this area.
