The Office of Personnel Management has issued interim
regulations implementing a provision of the Federal
Workforce Flexibility Act of 2004 providing a higher annual
leave accrual rate of one day per biweekly pay period for
senior executives, and senior scientific or professional
positions and others covered by equivalent pay systems,
regardless of how long they served in the federal government.
According to the interim regulations, OPM extended coverage
of the higher accrual rate to employees of the Senior
Foreign Service, the Defense Intelligence Senior Executive
Service, the Senior Cryptologic Executive Service, the FBI
and Drug Enforcement Administration Senior Executive
Service, as well as the Senior Intelligence Service.
Agencies may request that OPM extend coverage to additional
