The GSA has taken steps to address findings in a 2020 inspector general report of weaknesses in controls to prevent agencies from entering into new contracts with suspended or debarred companies, a new IG report has said.

That report found that GSA had not timely updated the exclusion status for suspended and debarred contractors in its eTools, including the GSA Advantage online shopping and ordering system, the GSA eLibrary of contract award information and the GSA eBuy tool to facilitate the request for submission of quotations.

That report also had found that exclusion information for suspended and debarred contractors was not being entered into the GSA’s System for Award Management database where entities register to do business with the federal government and that requires annual representations and certifications.

The new report said the agency had taken actions responsive to its recommendations to address those issues. However, it added that in the process of providing information for the latest audit, the GSA found a system error that had prevented updating the eTools exclusion list. That issue, too, has been addressed, it said.
