Federal Manager's Daily Report

OPM has told agencies to include, as part of their annual reporting required under the Federal Equal Employment Recruitment Plan report, information on Hispanic employment in the federal government. The memo in effect orders the consolidation of prior separate reports.

The FEORP report requires agencies to submit narrative reports identifying areas where they have been the most successful in recruiting, hiring and training a diverse workforce. A similar report regarding Hispanic employment specifically has been produced due to a 2000 executive order.

Agencies also are to report examples of diversity and inclusion training conducted for agency managers and supervisors, as well as steps taken to hold managers and senior executives accountable for developing and maintaining a high quality diverse and inclusive workforce. This includes an analysis of barriers to Hispanics in major job occupations and applicant pools.

Data over the years have consistently shown that Hispanics are the only minority group under represented in the federal workforce and that the difference is especially pronounced at higher levels.
