That same measure also provides funding for military construction projects, and while it does not endorse the Pentagon’s request for another round of base closings, it does ask for a detailed report on unde-used facilities.

Says the report: “The committee is concerned that Department of Defense officials have stated an estimated 30 percent of Defense facilities are in excess of mission requirements, a fiscally unsustainable diversion of scarce resources from readiness. Therefore the committee requests, not later than 60 days after enactment of this Act, the Secretary of Defense is to provide to the congressional defense committees a report detailing each department facility with a utilization rate less than 50 percent of available capacity, the number of uniformed personnel and civilian employees at each of those facilities, and the annual budget for personnel, as well as operations and maintenance costs associated with each identified facility.”

The Pentagon also is to report on facilities operating at more than their intended full capacity.

The administration for several years has asked Congress to authorize another Base Realignment and Closure Commission, most recently proposing to begin in 2017, but legislators have consistently refused.
