A report for Congress projects that civilian employment at DoD will be essentially flat over 2024-2026 after a steady rise that started in 2021.

The Congressional Research Service Report shows that as measured by full-time equivalent positions, or FTEs, DoD employment will be just under 831,000 in the current fiscal year after rising from about 816,000 and 824,000 the prior two years. It shows the number rising to just above 846,000 in fiscal 2024, then leveling off to just under that number the following two years.

Almost all of the projected growth over 2023-2024 will be in the so-called “Fourth Estate” components apart from the military services, it says, while employment in the services will be about level. The report does not specify the types of positions where growth is expected, however.
