Legislation has been reintroduced in the House as HR-185
to require the review of government programs at least
once every five years for purposes of evaluating their
performance to determine whether they should be
abolished, continued, or modified.
The measure, backed by House Government Reform Committee
chairman Tom Davis, R-Va., would effectively put in law
a Bush administration administrative program
