The presidents management agenda scorecard has shown improvements to agency efforts to deliver results by adopting and implementing e-gov initiatives according to a status report on e-gov adoption released recently by OMB, but ForeSee said OMB should emphasize the citizen perspective to get a more complete the picture.

OMB said in its report — “Expanding E-Government, Making a Difference for the American People Using IT” — that agencies have made great improvements, for example, meeting security requirements and specific efforts for securing personally identifiable information.

It also said agencies are justifying and managing their IT investments with benefits that far outweigh costs, that IT projects are managed to a variance of less than 10 percent of cost, schedule and performance, and that citizens and government decision makers have the ability to find information easily and securely.

However, the PMA does not focus on citizen satisfaction as part of its e-gov success criteria, ForeSee said of its ACSI e-gov index, adding that people actually using websites in ways they find efficient is a key driving force of e-gov adoption and penetration.
