The counterpart DoD authorization bill approved by the
Senate Armed Services Committee includes financial
management and oversight provisions for acquisition
programs designed to increase the size and quality of
the acquisition workforce by 15 percent, strengthen
defense ethics programs, and reduce the risk of
contract fraud.
The provisions would prohibit the use of “other
transactions authority” for prototypes costing over
$100 million and ensure the procurement integrity act
applies to all such transactions.
The would also require the DoD inspector general to
conduct joint reviews with other IGs of all major
inter-agency contracts used by DoD, as well as
strengthen ethics oversight by requiring companies
that get non-commercial items contracts worth over
$10 million to report to DoD on former DoD officials
receiving compensation from the contractor.
Additionally, the bill would establish a contract
fraud risk team and require DoD to develop an action
plan to address the team’s assessments.
