
The Senate has passed S-2685, to spur greater reuse within the government of “personal property” — items such as computers, office equipment and vehicles — declared surplus by an agency.
The bill would increase scrutiny by requiring agency reports on excess property to the GSA to be made available to the general public, require agencies to publicly report on their guidance on the use of excess personal property, and designate an employee to be responsible for searching through available excess personal property for items that meet agency needs.
Several recent reports have criticized the program as underused, leading to wasteful spending, and the GAO earlier this year identified management of personal property as one of its high-priority areas of recommendation for the GSA.
The Senate also has passed S-679, to require agencies to submit to the GAO a report on rules that are revoked, suspended, replaced, amended, or otherwise made ineffective; and S-2073, to require agencies to include a list of outdated or duplicative reporting requirements in annual budget justifications.
