
The Senate has passed S-709, to address what a report on the bill called “longstanding challenges in effective execution of federal performance priorities” under the Government Performance and Results Act.
The committee report on the bill says that GAO assessments going back over more than a decade have found implementation of that law to be only “somewhat successful” and that the bill would carry out recommendations from those reports.
Those include requiring OMB to regularly conduct strategic reviews of agencies’ performance goals and ensure they are following through with their strategic plans; enhancing the data on performance.gov to track agency-specific and government-wide performance; requiring two or more government officials be designated as federal government priority goal leaders; and ensuring agency performance goals are supported by evidence-building activities.
“This will strengthen transparency and accountability for how federal agencies are working to save taxpayer dollars and improve delivery of essential services,” sponsors said of the bill, which now goes to the House.
