In commenting on the GAO report, the chair of the Senate Homeland Security and Governmental Affairs Committee said disparities in how agencies categorize IT investments is "sloppy, lazy, and wrong at any time," and especially now as the government attempts to trim budgets to reduce the deficit.

Chairman Joseph Lieberman, I-Conn., also found it "disturbing" that the government’s $80 billion in annual IT investment does not include 58 agencies, and called on OMB and federal agencies to improve reporting while "eliminating unnecessary IT systems."

Ranking member Susan Collins, R-Maine, lamented that opportunities to reduce duplication are being missed on such a large scale, noting that DoD identified over 650 investments in supply chain management alone.

She called on agencies to be "more proactive in providing factual and complete information about their IT investments."
