Chairman of the Senate subcommittee on oversight of government
management, the federal workforce and the District of
Columbia, George V. Voinovich, R-Ohio, has called for the
same level of energy that has accompanied the government’s
“crisis in human capital,” to be applied to long standing
problems in Department of Defense operations.
Speaking at a hearing on the Government Accountability
Office’s updated high-risk list of government programs
vulnerable to fraud, waste, abuse and mismanagement,
Voinovich remarked that, “the interest of Congress and
the GAO designation of human capital management coupled
with the prominence of this issue in the PMA (President’s
Management Agenda) created a confluence of ideas and
synergy, which led to the most dramatic civil service
reform since 1978.”
He suggested the “human capital oversight and legislative
model could be replicated for other high-risk areas.”
Added to the high-risk list are DoD’s approach to business
transformation and its personnel security clearance program.
They join other DoD areas that have remained on the list
for 15 years, including supply chain management and weapon
system acquisition.
