Sens. Chuck Grassley, R-Iowa, and Susan Collins, R-Maine, requested the report after learning that the Immigration and Naturalization Service granted U.S. citizenship to a suspected terrorist, without checking his A-file, which had been lost.

His citizenship application was approved despite indications in his A-file about ties to a terrorist organization, they said in a statement.

They said the government should to do a better job tracking persons that enter the country and called for more thorough and complete background checks before citizenship is processed, and emphasized the need for the system to run more smoothly to prevent delays.
