Several other provisions of the Defense budget measure now
awaiting President Bush’s signature would improve benefits
for several special categories of senior executives at DoD
to make them comply with policies affecting senior
executives generally.
One provision, focusing on the Defense Intelligence Senior
Executive Service makes those individuals subject to a
performance appraisal system that makes “meaningful
distinctions based on relative performance” and states that
the system may be the same one applying elsewhere in DoD
for SESers. The provision also would bring the pay rates
for intelligence SESers in line with the rates of others.
Another provision applies to SESers in “nonappropriated fund
instrumentalities”–self-funding entities within DoD such
as officer’s clubs. The language aims to create parity
between their compensation and that of other DoD SES
employees, ordering Defense to set standards of comparison
to be used.
