The DoD bill further suggests that the Pentagon should exclude certain categories of employees whose functions are considered "core" to the department. These include, among the department’s own employees:
*positions described as "mission critical" in the department’s human capital operational plan or its acquisition workforce plan;
*employees at facilities identified as performing core logistics functions; and
*IG personnel.
Meanwhile, it suggests excluding, among contractor personnel:
*those performing maintenance and repair of military equipment;
*those providing medical services; and
*those performing financial audit services.
