OPM has extended through May 11, the date that the national emergency and public health emergency related to the pandemic are scheduled to end, the “Schedule A” excepted service hiring authority that agencies can use to temporarily fill positions for pandemic response purposes.

“Agencies may continue to use this authority to fill positions on a temporary basis for up to 1 year as needed in response to, or as a result of, COVID-19. These appointments may be extended up to 1 additional year. No new appointments may be made under this authority after May 11” although those made before that date still may be extended by up to a year, a memo to agencies says.

The authority allows hiring on those terms with no public notice required. Other standard hiring policies continue to apply, however, including veterans’ preference rights and suitability and background/check requirements. It was initially granted in early 2020 and has been extended several times since.
