The senior information sharing and safeguarding steering committee established by the order is to be charged with overall responsibility of, and ensuring senior-level accountability for the coordinated interagency development and implementation of policies and standards regarding the sharing and safeguarding of classified information on computer networks.

The committee is to be co-chaired by senior OMB and national security staff, with membership to include officials designated by the heads of the Departments of State, Defense, Justice, Energy and Homeland Security, as well as the DNI, CIA and others.

The committee will be charged with setting goals for network controls and reporting on those, coordinating interagency development and implementation of priorities, policies, and standards for sharing and safeguarding classified information, and providing mission guidance to the “program manager – information sharing environment,” or PM-ISE.

A new classified information sharing and safeguarding office will be located in the PM-ISE and take direction from it. The office is to provide expert, fulltime, sustained focus on responsible sharing and safeguarding of classified information on computer networks, according to the order.

It said the insider threat task force will be charged with developing a government-wide insider threat program for deterring, detecting, and mitigating insider threats, including the safeguarding of classified information from exploitation, compromise, or other unauthorized disclosure, taking into account risk levels, as well as the distinct needs, missions, and systems of individual agencies.

According to the order, the entities are required to consult with the heads of agencies prior to examining their facilities or systems, or collecting information from them.
