DHS has attempted to establish policies and procedures to ensure that its use of home-to-work transportation is effective and efficient, that data and reporting are reliable, and that it complies with applicable laws and regulations, but the department and its components are not adequately monitoring and providing oversight of home-to-work transportation to ensure they are in compliance, the DHS inspector general has said.

As of May 2013, DHS had over 17,000 employees authorized to use home-to-work transportation, which allows them to commute using government-owned vehicles.

However, DHS does not have reliable and accurate data to determine whether participation is justified or to make informed decisions about the use of home-to-work transportation, the IG concluded.

DHS agreed to implement stronger internal controls, improve guidance on the home-to-work transportation program, and implement a department-wide, centralized data system to track and monitor home-to-work transportation information.
