a lack of effective coordination between the agencies that

efforts and which is putting a strain on resources and could
be weakening CBP’s apprehension efforts as a deterrent.
The study also cited a decline in coordination and information
sharing between the agencies regarding investigative efforts,
problems coordinating intelligence gathering, employee
frustration with the current structure and a growing
antagonism between CBP and ICE employees.

agents patrolling borders, securing ports and enforcing
immigration laws — through greater detention and removal
capabilities, technology upgrades, greater physical barriers
along the southern border, and greater interior enforcement.
