The committee also said it looks forward to working with
the administration on human capital management reforms
including premium conversion for federal retirees, civil
service retirement benefits for part-time service, allowing
time spent at service academies to be creditable for
civilian retirement, and pay parity for civilian employees.
The committee also stated its support for administration
efforts to integrate program performance into the budgetary
process, and efforts to improve financial information
through a new accountability framework for internal controls.
The program assessment ratings tool is a “useful instrument
for focusing attention on program management,” the report
said. PART scores formed the rationale much of the
administration’s fiscal 2007 budget.
The committee said it would consider legislation to establish
a new HR management system for law enforcement officers, and
that it expects to introduce a proposal for a common
framework for consistent treatment of similarly situated
law enforcement personnel, but that could be tailored for
individual agencies.
