Half of senior executives and senior personnel say overall morale is low, or very low, the Senior Executives Association has announced.

In a report based on a February survey of these employees from throughout the government regarding agency performance appraisals and outcomes, the SEA said one third reported being “not satisfied” with the process, with two thirds saying 2013 was not as good as thefiscal 2012 appraisal and ratings process.

Common themes from comments submitted by respondents included that deteriorating pay is unfair and causing problems, pay constraints are having a negative impact on retention, and a lack of respect and appreciation has cut into morale and hurt performance.

“We urge the administration and Congress to carefully consider the impact of current, shortsighted pay for performance practices on career leadership – the very leadership which is essential to efficient, effective management and to innovation in these challenging times,” said SEA president Carol Bonosaro, adding, “We can’t afford a system which is essentially broken and highly demoralizing.”
