Term appointments and temporary hiring authorities are
main HR tools featured in its workforce strategy, NASA
said.
It said a flexible and scalable workforce would enable
it to respond to evolving needs, and that non-permanent
appointments offer access to skills without long-term
employee commitments.
It also noted the importance of developing a quality
permanent workforce, and said it would offer training
opportunities, including leadership development, recognition
systems and other workforce development methods.
The workforce plan also includes the use of financial
incentives, including recruitment, retention, relocation,
and re-designation bonuses, to encourage hiring and
retaining needed talent.
While the agency may promote voluntary attrition of skills
or functions through buyouts and early retirements, it said
reduction-in-force actions are a tool of last resort.
