By: FEDweek StaffA State Department test of greater involvement by subject matter experts in the hiring process and greater internal sharing of candidates qualified for a position proved successful and holds potential for wider use, according to a posting on performance.gov.
It said that in a pilot project for GS-12 grant management specialists and for GS-13 foreign affairs officers, those experts were involved in developing assessment criteria as well as resume reviews and phone interviews to help identify qualified candidates.
“From there, State was able to develop groups of pre-vetted, qualified candidates available for immediate selection by any office for up to 240 days, also known as shared certificates,” it said.
Those certificates were shared with more than 70 hiring managers who “were able to spend their time and energy on selecting the right candidates from applicants on the shared certificate,” it said. That gave them “access to a full pool of highly qualified candidates from a wide variety of backgrounds and work experience” and allowed them to concentrate on the selection and placement aspects of the process rather than on the advertisement aspects, it said.
It said the department is establishing a new centralized shared certificate team that will “post announcements for high volume vacancies on a regular basis and share the resulting certificates with hiring managers department-wide. Ultimately, the goal is for hiring managers to seek out candidates from these department-wide shared certificates first before posting a brand new announcement for a similar vacancy.”
