In placing a hold on January-specific NSPS training until
mid-March, including readying trainers, the PEO advised the
components to move forward anyway with communication, aligning
strategic plans and goals with performance objectives, and soft
skill training initiatives.
However, it designated the Naval Sea Systems Command Headquarters
as a pilot project to “validate the training in a representational
environment.” NAVSEA has years of experience with performance
management demonstration projects.
Federal unions suing the department over the proposed rules were
quick declare that the delay demonstrates the rules are premature
at best.
“If you look at DoD’s recent actions, it is clear that they are
not ready to implement such a far-reaching system,” said American
Federation of Government Employees president John Gage. “It was
ill conceived from the start, and we tried to offer sensible
recommendations that were fair to government employees,” he said.
A court hearing in the suit is set for tomorrow.
