OMB has reported that as of the first quarter of fiscal 2009 that just 31 percent of federal employees and contractors have been issued "personal identity verification" cards, or PIV cards, far short of its stated goal of having them all issued by the end of last October.

President Bush issued Homeland Security Presidential Directive-12 calling for a mandatory, government-wide standard for secure and reliable forms of identification issued by the federal government to its employees and to contractors in 2004.

Despite the late hour, just 180,322 additional employee and contractor PIVs have been issued since October 27.

To date, nearly 1.8 million have been issued.
