The American Federation of Government Employees has issued a statement praising the draft order. "We recognize that rebuilding labor-management relationships will be a great challenge, but the rewards will be even greater," said AFGE, whose president, John Gage, who would be a council member.

Other members would include the OPM director, OMB deputy management director, Federal Labor Relations Authority chair, National Federation of Federal Employees president, National Treasury Employees Union president, an officer from each of four executive departments or agencies with department or agency-wide authority, an officer from the Senior Executives Association and one from the Federal Managers Association.

According to the draft order, "A non-adversarial forum for managers, employees, and employees’ union representatives to proactively discuss government operations will compliment the existing collective bargaining process and facilitate the design and implementation of the comprehensive changes necessary to increase the effectiveness and efficiency of government."
