By: FEDweek StaffUSPS is making progress consolidating operations in regional processing and distribution centers – RPDCs, in particular at the Richmond VA facility where it kicked off the national effort, the postal inspector general has said.
Launched in July 2023, the Richmond RPDC consolidated operations from various facilities in the surrounding metro areas. USPS projects that the $25.4 million investment will save $185 million over 10 years by reducing mail processing labor and transportation costs, and by closing two leased annexes.
Just last August the IG reported that the same facility was beset with problem including water soaked mail, a worker found dozing off on a forklift, a drop in on time service to just 66%, and in one case, two-month old mail found sitting in a container truck. Officials at the time pledged to undertake extensive efforts to address those issues.
“The Postal Service has stabilized operations and service at the Richmond RPDC, achieving over $21 million in savings in work-hours and transportation costs for fiscal year 2024,” according to the report, issued late January.
“However, the Postal Service continues to experience challenges with leadership instability, aligning transportation schedules, completing required trailer scans, integrating operations in the region, and low employee availability,” it said, adding that those issues produced $2.3 million in questioned costs.
These issues contributed to over $2.3 million in questioned costs. If these issues were addressed, the Postal Service would further improve operations and service and reduce costs.
The report included six recommendations focusing on stabilizing leadership, improving logistics, and enhancing operations.
