A Department of Veterans Affairs Virtual Office of Acquisition (VOA) software development project was not properly managed under the department’s project management accountability system and may be duplicative of existing IT, the VA inspector general has said.

In a review following up on an anonymous tip, the IG concluded that in developing duplicative electronic contract management functionality the VA potentially incurred $13 million in unnecessary costs.

The director of the office of acquisition, logistics, and construction concurred with recommendations to implement controls to ensure that all future software developments fall under that control, and agreed to require the agency’s technology acquisition center to submit a business case justifying how the costs associated with duplicative system requirements and future system maintenance will be managed moving forward.
