Meanwhile, the percentage of career execs receiving awards flattened out at about 67 percent in 2005 and 2006, after rising from about 50 percent in 2001 and 2002.
The average value of awards in 2006 was about $13,300, down by about $500 on average from the two prior years, according to OPM data, but there was substantial variation among agencies in awards.
OPM itself granted awards to 97 percent of its execs, as did GSA, while HUD, Labor and Defense all exceeded 90 percent—OMB was lowest, at 41 percent. VA gave the highest bonus on average, more than $16,600, while Transportation averaged barely more than half that, about $8,700. Only 20 career execs out of 5,429 were rated below "fully successful" and got neither a pay raise nor an award in 2006.
