Views of how well federal agencies are operated vary significantly by the level of the employee asked, results of the latest OPM government wide employee survey show.
OPM has broken out responses to the survey, conducted earlier this year, by various demographic groups including by non-supervisor, team leader, supervisor, manager and executive. The higher the level, the more optimistic the opinion in almost every case.
For example, 80 percent of executives say that organizational leaders maintain high standards of honesty and integrity, a rate that drops with each lower level to 51 percent at the non-supervisory level. Similarly the percentage who say that managers communicate the goals and priorities of the organization falls steadily from 81 to 60 percent, while the view of leaders generating high levels of motivation and commitment drop from 69 to 39 percent.
While 72 percent of executives believe that promotions in their unit are based on merit and 62 percent say both that steps are taken to deal with poor performers and that differences in performance are recognized in a meaningful way, those numbers drop to 27, 24 and 28 percent among non-supervisors.
