In an opposing policy statement, the White House said the bill would "impose broad, burdensome statutory restrictions" on acquisitions efforts, and called its small business procurement goals "unrealistic."

The statement said the bill would impose too many requirements across a broad range of acquisitions, including construction contracts, new procurements not previously considered suitable for small businesses, as well as task and delivery orders under existing contracts even where contact bundling has already been justified under current rules.

 

New reporting requirements under the bill for agencies and prime contractors "would increase costs without clear benefits" the statement said.

The statement also preemptively opposed amendments that could require OMB to intervene in acquisition decisions.
