OMB has issued a memo outlining the administration’s multi-agency science and technology priorities for formulating fiscal 2016 budget submissions.

Agencies engaged in complementary activities should consult with each other during the budget planning process to coordinate resources and avoid duplication, as well as include summaries of those discussions in their OMB budget submissions, the memo said.

It said in the fiscal 2016 budget agencies should balance priorities to ensure resources are adequately allocated for agency-specific, mission-driven research, including fundamental research, while focusing resources, where appropriate, on multi-agency research activities.

Multi-agency research and development priorities include: advanced manufacturing and industries of the future (advancing the state of manufacturing); clean energy; Earth observations; global climate change; IT and high-performance computing; innovation in life sciences, biology and neuroscience; homeland security; and R&D for informed policymaking and management.
