The latest semiannual listing of agency regulatory actions reflects the results of the Biden administration’s “concerted effort to increase public involvement in the development of regulations, particularly early in the process, a White House posting says.
“Agencies have expanded these discussions of their public participation efforts, detailing key advancements in public outreach and notable instances of public participation” under an executive order and guidance from OMB’s Office of Information and Regulatory Affairs, it says.
It says, for example, that: Labor Department regulations for the national apprenticeship system “were informed by extensive public engagement, even before a proposed rule was published”; the Bureau of Land Management “conducted broad public and Tribal outreach” both prior to publication and during the public comment period on a proposed rule on solar and wind energy development; and the VA consulted with veteran service organizations and caregiver advocacy groups in proposing changes to its assistance program for family caregivers.
It also cited plans for soliciting such input by the Food and Nutrition Service for revisions to the Special Supplemental Nutrition Program for Women, Infants and Children and by the Federal Motor Carrier Safety Administration for updating its methodology for determining whether a motor carrier is not fit to operate commercial motor vehicle.
