The leader of the National Treasury Employees Union
criticized the proposed results and sunset commissions
saying they are little more than an attempt to bypass
Congress.
Colleen Kelly said the proposal “would limit the right
and ability of Congress to review, debate and amend
reorganization proposals,” and likened it to the defense
base closing process where a commission recommends
facilities for closure or consolidation and Congress
accepts or rejects them entirely.
“If the president wants to reorganize or eliminate
programs,” Kelley said, “he can currently send such
legislation to Congress, where both the House and Senate
are controlled by his party. There is no reason to limit
congressional authority on these matters.”
“If they want to ‘sunset’ government programs,” said
Kelly, “let them do it through the regular legislative
process.”
