Even as the open season winds down, actual enrollments still are not being processed because it still hasn’t been decided whether enrollees will have to pay the fees originally envisioned–$4 a month for health care accounts and 1.5 percent of value annually for dependent care accounts-or whether the government will absorb that cost. Also, numerous agencies have said they will not be able to process payroll withholdings into FSAs by July 1 and that participation by their employees will be delayed. In addition to those agencies listed in the May 28 issue, the National Science Foundation and the Office of Management and Budget have said they won’t be ready until September 1, and the Navy Sealift Command says it expects to make the accounts available August 1.
