The Office of Personnel Management has sent out several pieces of additional new guidance on carrying out the new pay system for senior executive service members that was authorized by a recent Defense Department budget measure. A memo and proposed Federal Register rules hold open the possibility of agencies providing SES members with a pay raise in the weeks or months ahead even though under the new system SESers no longer will get the same across-the-board and locality pay raises as general schedule employees but instead will have their salaries set according to performance-evaluation systems not yet in place.
